Born on 4 October 1969 in Adoumri, Electoral Board member, Mohamadou Boubakar, hails from Bibemi, Benoue Division of North Region. He holds a Post-Graduate Diploma in Islamic Law, obtained from the University of Medina in Saudi Arabia in 1997. In the same year, Mohamadou Boubakar became head teacher of the Franco-Arab MADRASSA SALAM School in Souari-Garoua, before moving on to the position of Education Secretary for Private Islamic Education for the Northern Region.
In 2009, he founded the AL ANSAR Franco-Arab School in Garoua. Between 2010 and 2011, he successively opened the Franco-Arab College in Garoua, the Islamic Nursery-Primary School Group at the Islamic Complex in Garoua and the Franco-Arab College at the same complex, where he became head teacher equally that year.
Between 2014 and 2018, drawing on his experience, the head teacher and promoter of institutions once again became promoter of the Nassarao Islamic Private School, the Souki Islamic School Complex in Garoua and the Pitoa Islamic Private School.
In 2013, in addition to his duties as promoter and head teacher of educational institutions, Mohamadou Boubakar served as main Imam of the Islamic Complex Mosque of Garoua.
Mohamadou Boubakar is a member of several associations, including:
• The Islamic Cultural Association of Cameroon (ACIC)
• The Charitable Organisation for Social and Cultural Development in Cameroon
• The Association of Arabic Speakers for Social and Cultural Development in Cameroon (Association des arabophones pour le développement social et culturel du Cameroun.
On 9 September 2013, by decree of the President of the Republic, Mohamadou Boubakar was appointed Member of the Electoral Board of Elections Cameroon. He then took the following oath before the Supreme Court sitting as the Constitutional Council, and in 2022 before the Constitutional Council: “I swear to fully and faithfully discharge my duties and to exercise my office without fear or favour in accordance with the Constitution and laws in force, to ensure the confidentiality of proceedings and votes, to abstain from taking public positions and to decline any consultation on matters falling within the purview of Elections Cameroon.”
