Branches
Regional branch officials are appointed by the Electoral Board, following the recommendation of the Director General of Elections.
Officials of divisional and council branches are appointed by the Director General of Elections, after approval by the Electoral Board.
ELECAM’s branches include:
- Regional Delegations;
- Divisional Branches;
- Council Branches.
Branches are placed under the authority of the Director General of Elections.
Placed under the authority of a Regional Delegate, the Regional Delegation, within its area of competence, has the responsibility to:
- organise, supervise and monitor election and referendum operations;
- monitor registrations and draw up electoral registers;
- supervise and distribute voter cards;
- centralise and forward to the Directorate General of Elections the requirements related to organise elections;
- convey election material within the region;
- centralise and forward results to the Directorate General of Elections;
- computerise the regional electoral register;
- manage the computer network;
- update and maintain the regional electoral register;
- computerised management of election and referendum operations and election results;
- maintain IT equipment;
- prepare and manage the Delegation’s operating budget;
- monitor the management of ELECAM’s real estate in the region;
- Manage staff;
- manage the Delegation’s operating budget;
It comprises:
- Service of Election Operations and Referendums;
- Service for lnformation Technology, Voter Register and management of Networks;
- Service for Administration and Finance;
- Service for Mails, Reception and Liaison;
- Service for Communication, Documentation and Archives;
Placed under the authority of a Divisional Branch Head, the Divisional Branch, within its area of competence, has the responsibility to:
- follow up election operations and referendums;
- monitor registrations and draw up electoral registers;
- supervise and distribute voter cards;
- update and maintain the divisional electoral register;
- centralise and forward electoral register to the Regional Delegation;
- convey election material to council branches and polling stations;
- centralise the results of the polls and forward them to the Regional Delegation;
- follow up the management of the computer network;
- computerised management of election and referendum operations;
- maintain IT equipment;
- prepare and manage the divisional branch’s operating budget;
- monitor the management of ELECAM’s real estate in the division;
- manage staff;
- monitor security measures relating to organising elections;
- monitor supplies;
- receive and distribute election and ordinary mail;
- ensure communication and public relations;
- preserve documentation and manage archives.
It comprises:
- Bureau for Election Operations and Referendums;
- Bureau for lnformation Technology, Voter Register and management of Networks;
- Bureau for Administration and Finance;
- Bureau for Mails, Reception and Liaison;
- Bureau for Communication, Documentation and Archives;
Placed under the authority of a Council Branch Head, the Council Branch, within its area of competence, has the responsibility to:
- enrol voters;
- entering electoral registers and operations;
- draw up council electoral registers;
- draw up council electoral register and forward it to the divisional branch
- distribute voter cards;
- distribute election material to polling stations;
- follow up the organisation of polling stations;
- take security measures relating to organising elections;
- forward election-related data and documents to the divisional branch;
- store ballot boxes, polling booths and other election accessories.
In order to carry out these tasks, the Council Branch Head is assisted by support staff.
The Regional Delegation, the Divisional Branch and the Council Branch operate according to the dual principle of hierarchy and subsidiarity.
Thus, a Council Branch is placed under the supervision of the Divisional Branch.
Thus, a Divisional Branch is placed under the supervision of the Regional Delegation.
A Regional Delegation is under the supervision of the Directorate General of Elections.
In the event of failure of a structure, the immediately superior structure automatically replaces it.
ELECAM’s branches manage elections at the local level. Branches are placed under the authority of the Director General of Elections.
The Regional Delegates head the 10 Regional Delegations (RD) which are themselves assisted by 58 Divisional Branches (DB) and 360 Council Branches (CB).
